TML IEBP's Mission
The Mission of TML Intergovernmental Employee Benefits Pool is to provide excellent service offering competitive health benefits and administrative services to eligible municipalities and other governmental entities in Texas by utilizing innovative, viable, affordable alternatives while maintaining financial integrity.
History
| May 1, 1979 | A health benefits trust was created and accepted by the Board of Trustees. The name of the Trust was Texas Municipal League Insurance Trust Fund ("the 1979 Trust"). Prudential fully insured the health benefits plan and drafted the Trust document. |
| October 1, 1989 | The 1979 Trust changed its name to the Texas Municipal League Group Benefits Risk Pool ("TML GBRP") and became a fully self-funded pool under the Texas Political Subdivision Employees Uniform Group Benefits Act, Texas Local Government Code Chapter 172. The Act calls for the Pool to be governed by a Board of Trustees (§172.006) and gives them investment authority under the Public Funds Investment Act and the Texas Trust Code (§172.009). |
| April 22, 1993 | Trust terms were incorporated into the Interlocal Agreement, and the Trust was reaccepted by the Board of Trustees of TML GBRP. |
| April 1, 2000 | TML GBRP transferred all of its assets and obligations to TML Intergovernmental Employee Benefits Pool, a successor Trust with identical purposes to the original Trust. |
Overview of Basic Operations
The Pool consists only of political subdivisions, primarily municipalities, which join together through Interlocal Agreements to provide health benefits to employees, officials, retirees and the dependents thereof. Provider agreements are in place, which enable the Pool to obtain services and DME at a discount. Economies based on provider contracts are passed on to Pool participants in the rate setting process. The Pool also provides Administrative Services only to political subdivisions, which self-fund their health benefits. As of October 2007, the Pool services 664 Members.
The Pool is governed by a 22-Member Board of Trustee. 19 of the Members of the Board are voting Members. Of the 19 voting Members, 15 are elected from the 15 TML Regions in Texas. The other 4 voting Members are appointed by the Chair with approval of the Board and serve only during the tenure of the Chair who elected them. Elected Members must be officers or employees of municipalities that are Members of the Board of Trustees.
Areas of Importance:
- Understanding we work for the political subdivisions in the State of Texas;
- Quality and production are the two areas of constant focus. Month-end statistics are reviewed;
- Ensuring Healthcare is cost-effective is currently one of our areas of primary focus;
- TML IEBP currently takes risk on the first $500,000 per claim;
- Erroneous billing is another area of continued management;
- Correct eligibility is a primary area of managing costs;
- Service Teams need to work together to exchange information so healthcare services and cost can be managed and claims paid accurately; and

- Underwriting includes: underwriting, cost analysis, stop loss and stop loss audit

- Support Services includes: Mailroom, Provider Update, scanning of claims and billing & eligibility forms, coordination and auditing of third-party claims data capture, and auditing of claims repricing.

Technology
As an industry leader, TML IEBP provides its Membership with the sophistication of cutting edge technology to maximize service and accuracy in claims adjudication and claims cost management services. TML IEBP's claims system integrates billing, eligibility, medical management services, Section 125 and claims adjudication functions. Technology includes the ability to enter new enrollment and terminations online as well as the ability to process enrollment changes electronically.
TML IEBP maintains a Continuity Business Plan and a Disaster Recovery Program. Daily backups are maintained off-site at a Sungard recovery center.
Financial Stability
TML IEBP works consistently to manage the financial integrity of the Pool. TML IEBP strives to maintain operation costs which do not exceed 15% of its total revenue. Member equity may be used for rate stabilization during periods of unusually high claims experience. The Membership has consistently emphasized the request for rate stability, and TML IEBP works diligently to manage contribution rates.
Benefit funding levels for manual rates are affected by geographic area, employee age/gender, plan design, medical inflation and medical utilization. Every three years an external actuary audits TML IEBP's funding levels, manual-rating system and network discounts to ensure fiscal integrity. The Pool purchases individual and aggregate reinsurance to assist in rate stabilization.
