Exempt, Supervisory

• Demonstrates passion for working to ensure effective management of the health care dollar and delivery of performance based care • Continual pursuit of comprehensive understanding of the healthcare and political subdivision landscape • Reports to and executes the business agenda of the Executive Director. • Serves as the Executive Director’s deputy and provides management and day-to-day oversight of operations. • Provides clear direction and manages managers toward operational objectives • Provides oversight of internal functions such as technology, finance, underwriting and human resources • Builds and maintains strong relationships with internal and external stakeholders including membership, partners, alliances and regulatory agencies • Coordinates with Strategic Alliance Partners, Benefit Purchasing Cooperative and Public Employee Benefits Alliances. • Accountable for meeting and/or exceeding operational performance metrics, customer satisfaction standards and financial outcomes

Skills/Abilities/Experience Required • Industry Knowledge: • Healthcare/Payor/Health Information Technology and Accreditation; Knowledge, Awareness and Strategic Partnership with Healthcare Stakeholders: Federal Government, Employer, Covered Individuals, Vendors, Delivery System, and Competitive Payor; • Operational Management • Advanced Personnel and Management Skills; Organizational design; Performance management; and Team Leadership; • Fiscal Management: Underwriting, Fiscal and Reserve Management, and Budget Oversight; • Alliance and Negotiation Management: • Ability to represent TML MutiState IEBP position and reach agreements that optimize outcomes and working relationships; • Interpersonal Skills: • Solid written and verbal communication skills; Ability to build and maintain strong collaboration relationships; and Deliver effective presentations; • Cognitive Skills: • Demonstrated ability to analyze complex problems; Strong problem solving skills; and Strategic thinking; • Political Subdivision Knowledge: Working understanding of MultiState Risk and Non Risk Political Subdivision Membership; Job Requirements • Bachelor's degree in Business Administration, Healthcare Administration or a related field required, Masters degree preferred; • Ten or more years of progressive responsibility in a health care environment, and at least five years of director-level or higher experience required. • 7+ years working with contracted Health care groups required; • 5+ years working with the Specialty, Ancillary, Payers, Hospitals and Primary Care landscape required; • 5 + years of Provider relations experience at a Management level required; • Ability to travel up to 30% within Texas and Multistate areas required
